When you set up your Apple Watch for the first time, you can activate Apple Watch Series 3 (GPS + Cellular). While setting up, check the option to set up cellular, and next, follow the steps given on screen. Alternatively, you can set up cellular later.

Step #2: Now tap on My Watch tab and then tap on Cellular.

Your Apple Watch can connect to LTE networks; in the absence of LTE, your smart watch will make all efforts to connect with UMTS if the carrier supports it.
How to Check Cellular Signal Strength on Apple Watch
Upon successful connection with a cellular network, you can see the signal strength from Control Center or the Explorer watch face.
You can launch Control Center on your watch by swiping up on the watch face. You can see that Cellular button flashes green when your watch is connected with Cellular. Also check those green dots that show signal strength on your Apple Watch.
When the Cellular button turns white, your cellular plan is active but it means your watch is connected with your iPhone via Bluetooth or Wi-Fi.
